This is a hand-carved Japanese Kokeshi doll, a traditional folk craft from Northern Japan's Tōhoku region.
Kokeshi dolls typically have a simple trunk and a large head with no arms or legs.
They originated over 150 years ago in hot spring (onsen) towns, sold as souvenirs and children's toys.
The text on the doll is in Japanese. The right side reads "ここは初島 みせたいもりよ" (Koko wa Hatsushima, misetai moriyo), which translates roughly to "This is Hatsushima, I want to show you the forest/protect". The left side has "羽黒神社の 交通安全" (Haguro Jinja no Kōtsū Anzen), which translates to "Traffic Safety of Haguro Shrine".
The dolls are considered a lucky charm that guards the happiness of children and are popular collectibles
