This is a Hawaiian maxi skirt that has been altered - the waistband was removed & elastic was added to allow the skirt to fit a larger size. The fabric feels looks like cotton but feels like a synthetic blend - maybe acrylic/rayon? The pattern is a black & white floral with a border of super-saturated neon color stripes with lots of flowers in hot pink teal purple yellow & orange. The skirt has been worn and is a bit fuzzy if you inspect it up close but has plenty of life left. Be aware there is a partial zipper that has been permanently closed below the waistband as pictured.
